S. Allan Dubow, C.P.A.
A leading authority in the fields of financial management and administration of not-for-profit organizations, Allan Dubow's name has become synonymous with institutional integrity. His many years of experience in the service of Jewish charitable organizations render him the unique title of dedicated service to the Jewish people.
After completing his Undergraduate Studies in accounting at the University of Cincinnati he continued his Graduate Studies at City University of New York Bernard Baruch College — Finance & Economics. Allan is a Certified Public Accountant (CPA), a Personal Financial Specialist (PFS) and a Certified Financial Planner (CFP)
Allan is a member of the American Institute of Certified Public Accountants. He is also a member of New York State Society of Certified Public Accountants and associate member of the Israel Institute of Certified Public Accountants.
He also serves as a member of the New York State Society of CPAs, (Committee on Accounting for Not-For-Profit Organizations). He is a former member of the New York State Society of CPAs (Committee on Personal Financial Planning).
Allan began his professional career as the Comptroller of the American Society for Technion Israel Institute of Technology, Inc (a Not For Profit, Voluntary, Health and Welfare Organization)
In 1976 the Council of Jewish Federations (A Not For Profit, Voluntary Health and Welfare Organization) appointed Allan to serve as Controller.
The CJFWF was at that time an association of more than 200 autonomous local Jewish Federations in the United States and Canada, whose purpose is to strengthen the North American Jewish Community by acting as a central coordinator, information gatherer, consultant and initiator for the Federations.
In 1978 Allan Dubow was appointed to serve as Comptroller and Chief Fiscal Officer for the American Committee for the Weizmann Institute of Science, Inc. (A Not For Profit, Voluntary Health and Welfare Organization).
The American Committee has been engaged in fund raising and educational activities on behalf of the Weizmann Institute of Science, Israel's primary scientific research center for more than 70 years. It was chartered to "broaden knowledge" of the Institute's purposes and to "raising funds for its development".
In 1985 Allan was selected by the Jewish Communal Fund to serve as Vice President responsible for Finance and Administration. A Not-For-Profit organization, the Jewish Communal Fund receives charitable contributions from donors, administers the funds and distributes them as grants to qualified charitable organizations. JCF serves a broad spectrum of philanthropic objectives, including the fields of health, education, welfare, science, culture and religious affairs. As of June 1999, fund balances exceeded $552,000,000
Upon the creation of the project Birthright Israel USA, Inc. (A Not For Profit, Voluntary Health an Organization) Allan assumed the position of Chief Financial Officer. As Fiscal Manager, Allan was responsible for the over all fiscal operations of Birthright Israel USA, Inc., including the review and development of its systems, procedures and instructions, and the implementation of appropriate accounting policies and programs. Managing and protecting Birthright Israel's assets and liquidating its liabilities, maintaining overall responsibility for management information and management control systems and methods. Responsible for Birthright Israel USA, Inc.'s compliance and adherence to Federal, State, and local regulatory agencies requirements and the protection of its tax exempt status.
Allan also served as Chief Financial Officer to the Museum of Jewish Heritage: A Living Memorial to the Holocaust and later on became the Director of Finance and Administration for the World Jewish Congress.
The World Jewish Congress is the international federation of Jewish communities representing Jewish communities around the world. The WJC serves as the diplomatic arm of the Jewish people to world governments and international organizations. Allan was responsible for the creation and implementation of computerized record keeping systems and the integration of worldwide budgets and controls. Hired and coordinated staff responsibilities, implemented staff training programs, implemented internal control procedures and professional best practices. Solicited, reviewed and selected Not-for-Profit auditors to audit the records and procedures of WJC and its affiliates. Negotiated leases and contract terms with various vendors and suppliers. Scrutinized and installed security and communication systems. Investigated and reviewed retirement and employee benefit programs.
